Regulations (Short Film)
Article I. GENERAL

The Quezon City independent Film Festival will be held only in Araneta Gateway on September 10 to 17, 2008.

The short films will be divided into four(4) categories: Narrative, Animation, Experimental, and Documentary.

Participation in this festival is open to all students and alumni filmmakers (directors) (not more than 4 years) of the invited QC based universities and colleges. No fee is required in joining.

Upon submission of the short film, it shall be understood that the student or alumni filmmaker (director) has impliedly accepted that such property is going to be used exclusively by organizers for the duration of the event. Any action in disregard of this rule is an automatic violation.

To be eligible for participation, the filmmaker (director) must fulfill the following conditions:

He/she must be a Filipino citizen

He/she must have received a certification from his/her school to authenticate such eligibility (e.g. proof of enrollment for students, transcript of records for alumni, etc.)

The films must be in MiniDV format (for public viewing); DVD format (for MTRCB review and for screening processes)

The films must not have been exhibited for competitive purposes (e.g. Cinemalaya, Cinemanila, Vienna International Shorts)
-
The films must have English subtitles.

Short films must not exceed 20 minutes

A committee will be duly appointed to screen all films and assign them to specific categories.

The screening committee will be TBA.

The screening committee will choose six to ten (6 to 10) short films per category to actively participate in the festival competition.

Not more than 3 short films per school shall be chosen per category.

The selection for the screening will be determined in two (2) weeks right after the deadline for submission of entries.

The short films that will not be chosen for competition shall still be shown for exhibition.

Violations of the rules of eligibility for participants will constitute a valid ground for disqualification.

To ensure the success of the Festival, the Quezon City Film Development Commission reserves the right to change, amend, modify or repeal any of the foregoing rules and regulations if it is in the highest interest of the Festival.

11. The participation in the Quezon City Independent Film Festival implies the acceptance of these regulations by the filmmaker (director).
Article 2 APPLICATION
-
The deadline for all entries is set on August 8, 2008. The entry must be submitted along with the following:

One (1) MiniDV format of the film (for public viewing) and Two (2) DVD formats (for MTRCB review & for screening processes)

Short synopsis
-
biography and filmography (optional) of the filmmaker
-
cast and crew
-
photos of the film and the filmmaker
-

As per the rating of the film, the filmmaker must register with the MTRCB, with the endorsement of the QC Film Development Commission.

Registration fee (P3,500) will be handled by the QC Film Development Commission;
-
The Reviewing fee (P750/short film) shall be incurred by the filmmaker.

As per the musical score of the film, the filmmaker must get a license from FILSCAP for use of local soundtracks; a permit from the record companies is needed for use of foreign soundtracks.

The QC Film Development Commission shall be the one to endorse your request letter to either FILSCAP or record companies for the use of soundtracks.

If the musical score is originally made by the filmmaker, there is no need for a request letter.
